Founded in January 2011, the Liaoning General Aviation Academy (LGAA) is a provincial independent legal public institution authorized by the Liaoning Provincial Government. With support from the SAU Key Laboratory of General Aviation, LGAA is an open general aviation research institute co-constructed by Shenyang Aerospace University, the AVIC Shenyang Aircraft Design and Research Institute and the AVIC Aerodynamics Research Institute. With Academician Yang Fengtian as the technical director, LGAA now has 150 employees who have persistently adhered to the goals of tackling the universal core technology of general aviation, fulfilling the tasks of general aircraft design, manufacturing, experimenting, flight testing and airworthiness certification, and operating general aviation commercially. LGAA boasts AS9100D Quality Management System Standards, which enables it to carry out the design, development, production and service of general aircraft and civil UAV simultaneously.

LGAA insists on the purpose of prioritizing education, making innovation through collaboration, basing itself in Liaoning and serving China; on the principle of being scientific research-oriented, conducting autonomous innovation, being market-driven and implementing an international development plan; on the concept of putting people first; on the thought of freeing the mind, opening up and uniting. Carrying forth the idea of struggling, venturing, learning, exploring and acting, the Liaoning General Aviation Academy is sailing towards the goal of becoming a world-class comprehensive research institute featuring scientific research, application and integration of services.
